Abstract

Every discussion about the rule of Left Front Government (LFG) in West Bengal, would routinely mention two of its achievements – land reform and institutionalization of panchayats. According to many, these two different programmes – one for ensuring distributive justice and the other for extending the frontier of democratic polity – are at the root of Left Front’s (LF) phenomenal success in remaining in power uninterruptedly for over three decades. Indeed, the land reform programme consisting of distribution of vested agricultural lands, distribution of homestead lands and registration of share croppers benefited over 4 million poor households in the rural areas.
