Abstract

The pandemic has fractured the development gains made over decades. As per a recent World Bank report, 4 out of 5 people in the world who slipped into poverty in 2020 were from India. In this context, the upcoming union budget presents an opportunity to improve human development and build human capital. For this, bold steps are needed to bolster our social protection measures.
