Land will have multiple uses but there is a need to have non-degrading use of land in all locations. There may be a need to focus on different levels of restoration. For example, though biodiversity conservation is important, the whole land of a country cannot be used for conserving biodiversity. The marginal gain from conserving same set of species in additional area may decline when it is conserved already in sizeable stretches of land. Marginal cost of biodiversity conservation could increase (as more land is conserved for this purpose) due to the need for land for other uses. Hence biodiversity needs to be conserved in specific but not all locations. There can be an improvement in carbon sequestration even if biodiversity is not conserved (say in plantations). Enhancing carbon sequestration (without biodiversity conservation) is useful in specific locations. Plantations of one or a set of species can restore land if the wood/timber is harvested sustainably. There can be restoration of land even if it is used for cultivation. Hence one standard in all locations can be problematic if people cannot adopt it for practical reasons.
