Abstract

The article critically reviews the Economic Survey 2019–20’s strategy of addressing India’s persistent employment crisis through export promotion and integration into Global Value Chains (GVCs). It traces the shift from jobless growth to job-loss growth and examines the government’s proposal to specialise in export-oriented network products as a means of generating employment. The analysis assesses the prospects and challenges of GVC integration for India’s employment situation and questions whether trade and export reforms alone can adequately address the country’s structural employment crisis.
