Abstract

This paper examines reductions in mobility in India during the early stages of the COVID-19 pandemic, comparing voluntary behavioural changes with restrictions imposed by state and central governments. Using an event-study Difference-in-Differences approach, it finds that public awareness following the first reported case in a state did not significantly reduce mobility, while the nationwide lockdown produced a substantial decline in movement. Time spent at home increased by approximately 3–4% per day during the initial weeks following the lockdown.
