Abstract

This working paper examines state-level policy responses to the second wave of COVID-19 in India, focusing on the timing and types of restrictions adopted by state governments. It identifies substantial variation in the timing of measures, including school closures, stay-at-home orders, curfews, workplace closures and restrictions on gatherings. The paper also highlights the influence of political activities and events, including election-related rallies, on the timing of state-level containment policies.
