Abstract

The rising cost of e-resource subscriptions has pushed nations to explore collaborative and centralised subscription models. India’s One Nation One Subscription (ONOS) and Germany’s Projekt DEAL represent two important initiatives aimed at transforming access to scholarly publishing and publications. To understand the goals, to compare the objectives, funding models, and Open access promotion, to identify the similarities and differences in the challenges faced, to study the role of such initiatives in promoting the objectives of Sustainable Development Goals (SDGs) and give recommendations for enhancing ONOS by adopting the relevant practices from the DEAL initiative. Draws on a diverse set of qualitative data sources, including official government policy documents, national budget announcements, consortia membership guidelines, publisher agreements, press releases, and peer-reviewed scholarly literature. This study compares the schemes, and ONOS has the potential to become a transformative model for developing countries, provided it incorporates lessons from DEAL, particularly in integrating Open Access (OA) publishing, strengthening evaluation mechanisms, and adopting a flexible, inclusive approach. Successful national-access models can strengthen global research ecosystems and advance collective knowledge.
