Abstract

Industrial training institutes form the oldest and largest arm of India’s formal skill training architecture, and their number has more than tripled since the mid-2000s. Drawing on the institute-level, trainee-level, and instructor-level records of the National Council for Vocational Training’s Management Information System, along with the Periodic Labour Force Survey, the paper documents the character of this expansion. The post-2005 boom, driven overwhelmingly by private and rurally located institutes, coincided with a steady decline in institutional quality, a widening spatial disconnect between ITIs and the manufacturing economy, and a pattern of enrolment that channels historically disadvantaged groups into a training system positioned low in the educational hierarchy.
