Abstract

Sinha examines the impact of MNREGA, seen as a legislation of the union government towards fulfilling constitutional obligations: that ‘the citizens, men and women equally, have the right to an adequate means of livelihood’. In the last 15 years of its implementation, this Act has proven its relevance towards providing social protection and employment. She examines MNREGA’s conversion of rural workfare programmes such as food-for-work providing during drought and other such schemes to a legal entitlement whose violation could be contested in Court. Currently, India is facing one of its highest unemployment rates ever, made worse by the Covid-19 pandemic. With the loss of jobs and reverse migration, the demand for work in rural areas has also been very high during the pandemic. In such a context, MGNREGA has huge potential to provide work in rural areas and also to contribute towards increasing purchasing power and a revival of demand in the economy.
