Abstract
The Alma Ata declaration of Health for All (HFA) was the outcome of balance at that time, of contradictory forces of unregulated capitalist development and regulated, state capitalist development with an element of inclusiveness and welfarism. However, as the balance tilted more and more in favour of unregulated development and free market fundamentalism, the Alma Ata perspective was diluted step wise. Today neoliberal theories are on the ascendant.
