Abstract

The village communities of Arunachal Pradesh, the land of tribes, were governed by the tribal village councils, headed by the Gaonbura, the village headmen since time immemorial. These village councils were given recognition under the North East Frontier Administration of Justice Regulation, 1945. In 1964 a four member committee was set up under the chairmanship of Dr. Daying Ering to study the system, under which the authority was being exercised by different indigenous tribal institutions and to make its recommendations for a new Panchayati Raj system.
