Abstract
This commentary examines the implications of the Mines and Minerals (Development and Regulation) Amendment Act, 2026, with particular attention to its fiscal and regulatory impact on Indian states. It discusses the economic benefits and environmental and social costs of mining before assessing concerns surrounding changes to the taxation and regulation of mineral resources. The article questions whether the amendment will strengthen mineral governance or reduce states’ mineral revenues and fiscal autonomy, particularly in mineral-rich states.
