Abstract
The article examines the evolution of forest governance in India, focusing on the relationship between forest definition, ownership and control. It traces the expanding role of the judiciary through the T.N. Godavarman Thirumulpad v. Union of India case and its influence on forest conservation, timber regulation, protected areas and compensatory afforestation. The article also highlights how judicial interventions have strengthened the role of the central government while raising broader questions about inclusion, exclusion and participation in forest governance.
