Abstract

The article examines the utilisation of District Mineral Foundation (DMF) funds in mineral-rich districts of Odisha, Jharkhand and Chhattisgarh. It argues that despite the DMF’s objective of compensating mining-affected communities, spending priorities are often determined without adequate community consultation. Drawing on evidence from Keonjhar, the article highlights the adverse effects of mining on indigenous livelihoods and calls for more inclusive, participatory and supplementary use of DMF resources to address the needs of affected communities.
