Abstract

The ongoing tussle between the Adivasi activists and government in Jharkhand over the draft PESA rules looks to be mired in distrust and misunderstanding. Adivasi activists, in deviation to the provisions of PESA, are demanding the extinguishing of panchayat raj institutions. On the other hand, the state government reduces the gram sabhas to secondary position on crucial areas of governance like land acquisition and so on. The abua sarkar of Hemant Soren is yet to keep its promise of empowering the gram sabhas by framing a model Jharkhand PESA legislation.
