Abstract

This article analyses horticulture in semi-arid Andhra Pradesh as a case of agrarian transformations by combining agrarian political economic and the Foucauldian governmentality approaches. It shows that an entrepreneurial model of horticulture has been promoted by the regional state in a contested polity to solve agrarian crisis. The state’s interventionist neoliberal rationality and practices articulate with emerging technologies of self-governance among small horticulturists who subjectify themselves and their environments to the discipline of new technology, input agribusiness, and output markets. The relevance of regional states, political regimes, and sociocultural structures in instituting and sustaining high-value agriculture in developing countries is emphasised, deviating from theorisation of horticulture as exemplifying the ‘roll-back’ of the state and expansion of contract farming. The continued salience of the agrarian question of accumulation in marginal agricultural regions is also underlined.
