Abstract

This chapter revisits debates among colonial experts in Forestry and Animal Husbandry on animal nutrition in late colonial India. It examines tensions between improving grazing lands near villages and promoting cultivated fodder through agricultural institutions. By analyzing policy discourses and botanical perspectives on grasslands from 1885 onward, the chapter highlights the interconnectedness of food for humans and animals, encapsulated in the notion of "fodder famine." It calls for further environmental historical research on fodder scarcity and the role of colonial state policies.
