This chapter reviews the promise of an inclusive society in India that the three education policies envisioned for ensuring equality of opportunities. It further analyses the problems of curriculum reform efforts initiated in different states to uphold the Constitutional values and aspirations. The Yash Pal Committee report identified curriculum load as a key issue affecting meaningful learning. These ideas informed NCF 2005 and state-level reforms, though results were mixed. While teacher involvement increased, interpretations of quality and inclusion varied. Structural challenges limited long-term impact. NEP 2020 echoes these ideas but introduces conceptual ambiguities. The proposed NCFSE must address these challenges to advance inclusive education.
