Abstract

The ongoing tussle between Adivasi activists and the government in Jharkhand over the draft Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996 rules is mired in distrust and misunderstanding. Adivasi activists, in deviation to the provisions of PESA, are demanding the extinguishing of panchayati raj institutions, while the state government wants to reduce the gram sabhas to a secondary position.
